PFI
Private Finance Initiative (PFI) has emerged as a core element of government policy in the provision of public services in the UK, Australia and South Africa. It provides a means of delivering new public service projects using private finance and service providers in partnership with the public sector lasting from 15 to 30 years.

GSL’s PFI involvement
GSL has been involved in the Government’s Private Finance Initiative (PFI) since its inception. One of our major business drivers is to support all Government departments in delivering their PFI accommodation programmes.
We work with a select group of partners to provide the complete range of skills and competencies necessary to undertake a complex PFI accommodation project and view PFI (and Public Private Partnerships, PPP) as simply a contract mechanism by which our customers select a long-term partner to provide a very high-quality service solution for their particular requirements.
PFI also involves raising competitive finance options to allow the creation of the physical building; again, GSL has experience of working with our preferred partners to deliver such finance packages.
We have experience in all aspects of PFI and act as an equity partner of the sponsoring company as well as taking responsibility for all aspects of the operational service elements of the contract.
We believe the success of a PFI arrangement is not just the delivery of a high-quality building and services but in the approach to partnering adopted by all involved in the contract. Although the services provided under a PFI are described as non-core to the department involved, the department often could not deliver its mission without these services. GSL also operate PFI contracts with responsibility for the delivery of core functions.
Without doubt these non-core yet critical services form our core business and, furthermore, we consider that the success of our operation directly benefits the department in terms of its desired outcomes. GSL does not just meet the performance criteria of each service but strives to be in a position to directly contribute to the strategic success of the department to whom we provide a service.

Due to GSL’s involvement in a wide variety of PFI/PPP projects, we are experienced in operating performance payment mechanisms that work in conjunction with the clients’ output specifications and the agreed service level agreements.
