Public Private Partnerships (PPP) enable Governments in the UK and abroad to share investment, risk and responsibility amongst their partners. The underlying logic remains that both the public and the private sector have unique characteristics that provide them with advantages in specific aspects of service and project delivery.

GSL’s involvement in PPP
GSL has been involved in PPP since its original inception. One of our major business drivers is to support all Government departments in delivering their PPP accommodation programmes.
We work with a select group of partners to provide the complete range of skills and competencies necessary to undertake a complex PPP accommodation project. We view PPP and Private Finance Initiative (PFI)) as simply a contract mechanism by which our customers select a long-term partner that will provide a very high-quality service solution to their particular requirements.
GSL has experience in all aspects of PPP and acts as both an ‘equity’ partner, along with the contracting Authority, of the sponsoring company as well as taking responsibility for all aspects of the operational service elements of the contract.
We believe the success of a PPP arrangement is not just the delivery of a high-quality building and services but in the approach to partnering adopted by all involved in the contract. Although the services provided under a PPP are described as non-core to the department involved, the department often could not deliver its mission without these services.
Without doubt these non-core services form our core business and, furthermore, we consider that the success of our operation will directly benefit the departments in terms of their desired outcomes.
GSL does not just meet the performance criteria of each service but strives to be in a position to directly contribute to the strategic success of the department to whom we provide a service.
