East London and City
The first of the inner-city schemes to get underway is in the City of London and the adjoining East End where GSL is working with three borough councils (Hackney, Tower Hamlets and Newham), three primary care trusts (Hackney, Tower Hamlets and Newham) and the East London and City Mental Health Trust to provide a range of new facilities.
In May 2003 GSL signed the concession agreement for the LIFT project. The bid competition was based on tendering for a number of sample schemes in each tranche of schemes.
All the schemes are currently being constructed by Balfour Beatty. Where possible they use natural ventilation and are designed to achieve a good to excellent BREEAM rating for environmental performance.

Award
The Centre, Manor Park in Church Road (East London LIFT) won the Best Designed Primary Care Facility Award.
This primary care centre (PCC) beat a shortlist of four in its category to take the award in the Building Better Healthcare Awards to NHS organisations. The award was presented in front of over 500 NHS directors, managers, clinical and nursing professionals, architects, contractors and healthcare suppliers.
The Building Better Healthcare Awards is hosted by NHS Estates and recognises the very best in healthcare design and estates and facilities management. NHS organisations throughout the UK were invited to enter their project in the various categories which included Best Designed Hospitals and Best Designed Mental Health Project. (GSL’s awards.)
Schemes
Examples of the first tranche of schemes include a new care centre for the frail and elderly (the East Ham Care Centre, Newham); a new 1-stop primary care centre (The Centre, Manor Park) where GPs can provide additional services such as diabetes care and postoperative cardiological care; another new primary care centre from which eight GPs will work (the Barkantine Centre, Tower Hamlets); a new surgery where two separate GP practices have come together (The Boleyn Centre, Newham); and a specialist Child Development Centre in Hackney offering a broad spectrum of services such as child psychology and speech and language therapy.
The Centre, Manor Park
Three GP practices have come together in this £4.5 million primary care centre in Church Road. The foundation stone was laid on the 13 November 2003 and The Centre opened for patients in August 2004, with the official opening conducted by John Reid in November 2004.
The GP practices are currently staffed by eight permanent GPs assisted by a further three to four occasional ones.
The 3-storey centre also houses a health shop run by a group called the Care Navigators. Their task is to aid the patient journey through the complexities of health and social care services that they may need providing access to information and offering health-related advice.
The building also houses a pharmacy which is one of the first in the country to adopt a robotic dispensing machine which reduces patient waiting time for completing prescriptions. The robot system can be linked via the IT system to the GP practices in the centre. In addition there is an optometrist and a dental practice housed in the building. Healthcare workers based in this building operate the child-centred Sure Start initiative which offers young infants access to a wide range of community and specialist healthcare.
Additional medical services currently include:

- women’s services
- diagnostic services such as x-ray, ultrasound, phlebotomy, Doppler studies
- outpatient services such as cardiology, diabetic, dietetic and cardiac rehabilitation
- mental health services
GSL operates the following support services via a single point of contact help desk service:
- planned preventative maintenance
- reactive maintenance
- energy and utility management
- minor works
- asset management
- lifecycle
GSL also coordinates the Partnering Service in which we find partners to participate in new projects associated with the schemes.
Boleyn Medical Centre
This £2.5 million facility for two GP practices opened to patients in August 2005. The 3-storey building also contains and medical library and meeting rooms for NHS staff use.
GSL operates the same range of services as in The Centre, Manor Park.
Vicarage Lane Primary Care Centre
This £8.5 Million facility is due for completion in mid 2007. Three GP practices will use this 4-storey facility. Other medical services available at the centre include:

Centre users and the community are also able to use the on-site café. GSL will operate the same range of services as in The Centre, Manor Park.
Tower Hamlets Special Addiction Unit
This £8.7 million, 4-storey facility houses both the headquarters of the Tower Hamlets Primary Care Trust as well as a rehabilitation centre for drugs and alcohol addiction. The scheme is due for completion by spring 2006 and will be the first centre of its kind in Tower Hamlets offering a broad range of treatments and care regimes.
This building is a collaborative venture between the East London and City Mental Health Trust, the Tower Hamlets Primary Care Trust and the East London LIFTCO. The building sits in the grounds of Mile End Hospital and has special security arrangements. Specific operating policies have been created to manage the service. GSL will operate the same range of services as in The Centre, Manor Park.
Barkantine Multiservice Resource Centre

This £10.2 million facility has just reached Financial Close and is due for completion in mid 2007. The facility will provide a unique primary care centre on the Isle of Dogs to serve the local community. It will be a 4-storey centre housing the existing surgery of eight GPs as well as:
- community dentistry including a dental training centre
- a birthing centre
- chiropody
- speech and language therapy
- audiology
- pharmacy
- a minor injuries unit
- mental health services
- physiotherapy services
- children’s disabilities services
- community and schools nursing
GSL will operate the same range of services as in The Centre, Manor Park.
The Older Peoples Reprovision Centre at East Ham Memorial Hospital

This £14.9 million facility is a 72-bed care centre for frail and elderly patients and will provide state of the art residential care. GSL will manage the same range of services as in The Centre, Manor Park.
The Child Development Centre, Hackney
This is a £6.4 million development to provide a multi-agency facility in the Shacklewell area of Hackney.
Aedas Architects
The project is a collaboration between the Hackney Primary Care Trust, Hackney Social Services and The Learning Trust. It is an ambitious project that breaks many boundaries in terms of the scope and scale of services required.
The facility which is due for completion in late 2007 will offer a broad spectrum of care and support for a complete range children in Hackney from caring for the most disabled through treatment for sickness and poor health to educational and learning facilities.
