Secure training centres

 

Rebound ECD a part of GSL runs two purpose-built secure training centres (STC) Medway which opened in April 1998 and is situated near Rochester in Kent and Rainsbrook which opened in July 1999 and is located just outside Rugby on the Warwickshire/Northamptonshire border.

Rebound has previously worked closely with the Home Office and now works with the Youth Justice Board of England and Wales (YJB) and its professional advisors to ensure that its regimes and designs reflect as far as possible good practice in residential care.

 
The centres care for young people sentenced to a Detention and Training Order (Section 100 of the Powers of the Criminal Court (Sentencing) Act 2000) and also young people who have been remanded to the care of the Local Authority with a secure requirement under Section 23(5) of the Children and Young Persons Act 1969.

In addition there are limited numbers of young people who have been sentenced at crown court for more serious offences under Section 90 or 91 of the Powers of the Criminal Court (Sentencing) Act 2000.

 

Each centre provides places for 76 males and females between the ages of 12 and 17. All beds are contracted with the YJB and as a result all placements are directly referred to the centre through the YJB placements team.

In July 2006 Rainsbrook further expanded to increase capacity to 87 comprising of a three bedded mother and baby unit and an eight bedded enhanced unit for young women.


Ethos and philosophy

 

The policies and aims of Rebound’s STCs are derived from the principles of childcare best practice and reflect the every child matters agenda:


Detailed procedures are in place to convert these principles into practice. Effective supervision, line management, performance measurement, quality assurance and internal audit ensure adherence to these aims and principles.

The centres seek to provide quality, professional and safe care for young people who are vulnerable and/or a risk to themselves or others. The centres aim to enable young people to develop inner controls, respect for themselves and others and take responsibility for their actions.

 

Living environment

 

The aim has been to create a living environment conducive to the main task of addressing offending behaviour, and consistent with the needs of developing boys and girls.

Trainees are accommodated in ‘living units’ with 5, 6 or 8 others.  Each trainee has a single bedroom with a toilet and shower with fixtures and fittings designed to prevent suicide and self-harm. There is a shared kitchen with an eating area, lounge and recreation area.


Education

 

Purpose-built education facilities cater for academic and vocational education. Rebound contracts with City College Manchester to provide 25 hours of taught education in line with the National Curriculum 50.5 weeks of the year delivered by fully qualified teachers.

Residential staff support teachers in the classroom to actively promote education and to ensure continuity of the seamless provision to meet the aims of the placement or sentence plan. In addition to qualified teaching staff we also have learning support assistants.

Evey child has the opportunity to gain accreditation in all subject areas. Many of the young people take entry level certificates each year and everyone works towards AQA unit awards across the curriculum. There are also opportunities to study for GCSEs in several subject areas such as: English, English literature, maths, science, art, sociology and PE. Additional lessons are offered to young people who are working towards these qualifications. Young people studying for GCSE examinations complete coursework requirements and are set work to assist in their exam preparation.

2006 exam results: Medway STC

In total there was 72 GCSE passes across 7 subject areas.  There were also 25 entry level certificate passes of which 21 were at level 3 which is the highest grade and equivalent to a distinction.

Statistically this gives a very commendable A-C %s in English (60%), art (55%) and PE (71%).


Healthcare

Rebound adopt an active approach to healthcare providing each trainee with a full health assessment. A doctor sees all trainees within 24-hours of admission. Nurses also provide health education during formal teaching sessions in education.

Our medical service operate a service level agreement with a GP, the local dentist, an optician, a psychologist and a psychiatrist.

Youth services

The South African Government is currently faced with a social dilemma with regards to crime. Due to the Aids pandemic many children are being left to care for younger siblings almost inevitably some are then turning to crime in order to provide for their dependants.

Although we do not currently operate secure care centres or children’s homes we are regarded as an able provider of training in the field of childcare. GSL currently supports the government in training staff to care for children in a residential setting.
